Health sector

The health system is organized around the Algerian Ministry of Health, Population and Hospital Reform (MSPRH), which manages the hospital and health sector.

There are five regions across the country with 5 Health Regional Councils (CRS) and 5 Regional Health Observatories (RHAs). In the Wilayates there are 48 Directorates of Health and Population (one direction per wilaya).

This new health map is characterized by the creation of public health of proximity, autonomous in their management (EPSP), the mission of which is to ensure the implementation of prevention programs and basic health care and the creation of public hospitals (EPH), also autonomous in their management, and the purpose of which is to provide the population with a wide range of care and erase geographical differences.

 The domestic market:

The National drug market in Algeria is limited to a small fraction of the nomenclature of medicine.

The size of the market reached $ 2.9 billion, $ 1.73 billion of which of import of the medicinal in 2011 against 0.46 billion in 2001 and $ 1.17 billion of local production, 84 % concerns the private sector and 16% the public one.

The Health master plan for the period 2009-2025 provides investments of 20 billion euros for the construction of new health facilities and modernization of existing hospitals. As such reforms have been initiated on the individualization of the function of infrastructure maintenance and hospital equipment and training of health body.

Within the framework of public investment program for the period 2010-2014, the health sector has benefited from a financial envelope of 619 billion dinars.

The outline of this program project achieving 172 hospitals, 45specialized health complex, 377 polyclinics, 1,000 treatment rooms, 17 paramedical training schools, and more than 70 specialized institutions for persons with disabilities.

Regarding the private sector, this latter is growing in the field of the health system.

 The strong points of Algerian market

  • A dynamics drug market: after a growth of 17% in 2011, forecasts indicate an annual pace of 10% by 2015;

  • Protection of domestic production by: the prohibition of importing the products manufactured locally and the reimbursement by the social security of drugs, on the basis of the prices of generics;

  • A rapid return on project rate of 34% with a payback period of 6 years.

 Schools and training centers:

There are 27 schools and training centers in the public sector, and 17 private sector, spread across 48 wilayas namely:

  • National Institute of Higher Level Training of Paramedical Algiers
  • School of paramedical training of Adrar. Adrar
  • School of paramedical training of Chlef
  • School of paramedical training of Laghouat
  • School of paramedical training of Batna
  • School of paramedical training of Bejaia
  • Technological Institute of Public Health of Oran
  • School of paramedical training of Biskra
  • School of paramedical training of Béchar
  • School of paramedical training of Blida
  • School of paramedical training of Tamanrasset

 Pharmaceutical industry:

Algeria is the first pharmaceutical market in the South of the Mediterranean Basin, with 1.96775 billion dollars of imports in 2011.

The pharmaceutical industry in Algeria has set itself the goal of improving the mechanisms to ensure the attractiveness of the local and foreign investment, with the objective of ensuring market coverage by local production up to 70% in 2014. The sector in Algeria has experienced very strong growth rates.

In addition, the Ministry of Health has implemented a new system of pharmaceutical supply of public institutions intended to ensure "comprehensive and sustainable" availability of drugs. This mechanism is added to the measures already taken by the government to clean up the area of distribution of the medicine, and to develop and modernize the management of "sensitive" products.

 The activities of the pharmaceutical sector industries include:

  • Manufacturing;
  • Packaging,
  • Wholesalers importers;
  • Wholesale distributors;
  • Distributors in detail (Dispensaries and others).

Imports of pharmaceutical products in Algeria reached 1 967 million dollars during the year 2011 against 492.53 million dollars in 2001.
