Administratively, the Algerian territory is organized into 1541 communes gathered around of 227 dairas(districts) and 48 Wilaya (departments). Communes and Wilayas have respectively a commune popular assembly “Assemblée Populaire Communales” (APC) and popular assembly of wilaya ”Assemblée populaire de Wilaya”, elected for 05 years. The presidents of APC are elected by the commune Popular assemblies “Assemblées Populaires Communales”, whereas the Walis and the head of Daîra are appointed by the President of the Republic.
